While I understand the general term "stateless" --a man (or a woman)
without a country, what is its specific meaning within the context of
passenger arrival records? I have seen this designation on several ship
manifests at the U.S. National Archives. The immigrants who were labeled
as such arrived at different times (different decades--at least through
1940s) so there must have been specific circumstances which prompted this
classification. Could it be that these people carried no identification
papers? Would the U.S. permit individuals to immigrate (especially by
the 1940s) without any documentation?
