Vocals in Cuba: Carol Rasper found a member of the Jewish Community in Cuba
was a "vocal" in 1940, as mentioned in Daniel Kazez's webpage list for the
index of Comunidad Hebrea de Cuba.


"Vocal" in Spanish indicates a member of an association who represents his
peers in the association's board meetings and will speak in their names. It
is an usual form of representation for associations with numerous members.
It keeps meetings limited to a practical number of attendants but insures
everyone's voice is directly or indirectly heard. A vocal may have a
general representation for the membership, or may be the representant of a
certain group, region, internal political trend, and so on.

Maybe some kind JGenner could suggest the exact designation in English?
