If your relative needed a passport he has to say when and where he
changed his name, i.e. what court, etc. My grandfather obtained a
passport in 1927 (he arrived in 1888 and changed his name in 1908).
On his application it is stated that he had his name changed in 1927
in a court in New York. Also, the application stated where he was
naturalized, in New Jersey, in 1891. I would not have guessed this.
