I'd be more inclined to trust the census information and question the
information on the plaque. How were plaques obtained? I assume that, at
some point in time, there was a company or organization selling these
plaques.

I looked at the Ellis Island web site and they don't appear to offer plaques
for the home, but, it certainly appears that placing your ancestors name on
the "Wall of Honor" doesn't involve any verification of information.

It appears that, if I want, I can submit my own name, claim my country of
origin as Russia and, as long as I pay my money, I'm on the wall.

Perhaps someone can confirm or deny this assumption.

At any rate, it would appear to me, that the information on the plaque was
dependant on who purchased it.
