If you look at up Best onWhen I did this search it was on Brest. A search of Brest uezd or oblast on the RTR database, revealed some additional census data listed as being in the NHAB (Grodno): CENSUS Year List: 1795; 1806-1808; 1816; 1831; 1834; 1850; 1851-1860; 1864; 1866-1875; 1877-1879; 1892-1896; 1855-1864 (JEWISH FARMERS) Fond/Opis/Delo: 24/7/76, 79, 263-276, 279-281, 288-290; 292, 296-298, 309, 311; 2/2/69 Lesson learned: when using the RTR database, be sure to search not only by town, but also by other geographic area. For example: Brest (town) Brest District Brest Gmina Brest Poviat Brest Region Brest Uezd. I could not find a reference in the RTR database for the 1897 Census for Brest uezd. Miriam Wiener has written to me informing me that she is continually refining her database as she receives confirmations >from the archivists. If you look at http://www.jewishgen.org/belarus/grodno_archives.htm, you will see that the 1897 census for Brest uezd shtetls can be found in fond 100, opis 1, delo 66 through 109 of the Grodno branch of the NHAB. This inventory was done by Dimytri Panov and indicates the existence of the 1897 Russian census for portions of what was Grodno gubernia in 1897. This census is particularly valuable because it includes males and females and has the place of birth, place of residence at time of census, and place of registration.
