The final Partition of Poland was 1795. That portion annexed by Russia
became the Pale Of settlement. Smolensk was outside of the Eastern Borders
of the Pale, and thus not part of the pale. However, in 1891, many Jews
living east of the pale were forced to live within the Pale borders. This
probably included residents of Smolensk.
