Tannicht+Steinigwolmsdorf and surname changes #belarus

I am new to all this. My grandfather was Harry STONE (b. 1887)
His parents: Barney; Alle (nee SCHWARTZ)

*Seeking where born*
1917 US draft card says born in Tanict? or ? (hard to read).
There was a shtetl Tannicht (sp?) in Germany, not Belarus.
Supposedly "raised" in Germany; but lived in Grodno gubernia.

*Need help with name change*
Supposedly name before was SAGENDORF (sp?). Has been a dead end.
Cannot figure why it wasn't STEIN if he changed to Stone.
Tannicht was next to Steinigwolmsdorf.
Could that explain SAGENDORF and be my "STONE"?

Any advice at all appreciated. I know nothing!
I cannot seem to do anything without knowing his shtetl in (then) Russia.
