If you are unable to find them >from the suggestions already posted. You might
be able to locate them >from the address in a WWI draft registration, or if you
know of any children that were born in Chicago around that time, you could
request a birth certificate which would also have an address.

Also remember that there were people that avoided the Census. And others that
were on trips, or not at home when the Census taker came by.
