Dear genners

I've just posted a picture of my POTICHA relatives on viewmate and would like to
insight as to the embossed stamp on the top right hand corner of the picture -would
this be a stamp of authorisation for a passport or visa photograph

I'm also interested to know what the translation is on the photograph itself
