the name that this would likely be recorded under in country of birth."

Name changes can be surprising; sometimes they are obvious - other times
they very obscure. Amongst Viennese Jews, the maxim was always to keep the
same initials so you could continue using the engraved cutlery and
monogrammed table linen and handkerchiefs.

Looking at this name, my first instinct is to go for SALZBERG, and there
are indeed SALZBERG in the earlier censuses of England coming >from Russia
and Poland. However this may be a complete red herring and I am afraid you
will have to do a lot of genealogical work to confirm the name.

By one of those strange flukes {or could it really be true?} there is
also an Elle SELZENBURY {aged 22} living with an Alice GOULD in Stoke
Newington in the 1901 census. She is designated as German - but that
may not be so inmportant as borders changed. I have never heard this
name and it could be SELZENBURG.

There used to be a UK handbag company [perhaps Jewish-owned?] called
Salisburys - it went into liquidation in the early 1990s, as I found
in the London Gazette. The founders/owners might also provide a clue.
