Brick wall-NY Marriage Certificate #general

I've hit a brick wall and hope I can get some suggestions that I have not
thought of yet.

I am looking for the marriage certificate for Isaac (Ike) ABRAHAMS and
Mary FISCHER. I have a copy of the invitation to their wedding reception as
well as the program book/dance card for the reception. The date was Dec 28,
1890. The location was at Everett Hall on 31 4th St, NY.

I have tried Italiangen.org, the NY Municipal Archives, and the Family
History Library in Salt Lake City. I have tried looking several months earlier
as well as into the next year, 1891. Tried very variations of spellings
for their names. Both were living in NYC. All these attempts have not located
the marriage certificate.

Could it be that in the excitement of their marriage and it being right
before New Year's Eve, they forgot or never reported it? Would they have to
had request for a marriage license before getting the certificate (or is
this something they didn't do in the early days?)

They were only married 10 years, as Isaac died in 1900.
