Financial requirements to enter Mandate Palestine in 1940 #general

I have letters >from a relative who was contemplating moving to
Palestine in the summer of 1940. He wrote to his daughter, already
resident in Palestine, that an official in New York told him that if
he brought 1000 pounds (British pounds? Palestinian pounds?) he could
easily obtain a "certificate" to enter Palestine. I've done a bit of
research and found that before the war Jews could freely enter
Palestine if they had 500 pounds -- but I've seen nothing about 1000
pounds, nor am I able to ascertain whether this rule applied after the
British White Paper of 1939. I'd like to hear >from anyone who can
shed light on this issue.
