Note that they are organized by election districts but the Google search
for the book will help you find people by name.

These books exist for New York City voters covering a broad period of
time. The New York Public Library has them available on microfilm in the
genealogy room at the building on Fifth Avenue at 42nd Street in Manhattan.

Remember not everyone voted, especially in the non-presidential years, but
to vote you had to be a citizen. Voting records are a good way to confirm
that someone was a citizen if you cannot find their naturalization papers.
