"Sampaner" is most probably a toponym, I guess,
like "Hamburger", "Londoner" or "Berliner".

Perhaps someone from:

Zempin, Mecklenburg-Vorpommern, Germany
Czempin, Poland
Zembin, Belarus

Or any of the many Câmpina / Cîmpina, Romania
