Kleinmunchen-WWI location #general

A young Jewish Russian soldier during WWI who was related to my friend's
family disappeared during the war. Another soldier told his family that
he had seen him in Kleinmunchen (Small Munich). I am assuming that the
reference was to the POW camp. When I looked up Kleinmunchen, it says it
was located in upper Austria. This soldier's family members always
believed that he was in Germany. They say he was mobilized and sent to the
German front. Does anyone know what country Kleinmunchen was located in
during WWI? Also, would there be any records of the Russian POWs there for
this time period? The family never had any closure.

Many thanks,
