1924 Russian Passports issued in Riga? #general

My great-grandparents and their children left Russia in 1925 and landed
in Quebec that year. The immigration records of their landing state that
their passports had been issued in 1924 in Riga. At that time, they were
living in Petrograd and had all been born in Babruisk.

They set sail originally >from Libau (Liepaja) Latvia to Liverpool, but I
simply can't understand how Russian passports would be issued in an
independent Latvia.

Can anybody shed some light on this for me?
