Witness to births in Bukaczowce 1860s #general

Good evening,
In researching my ancestor Dawid Ello HABERMAN >from Bukaczowce, I discovered
he was a witness for at least 18 births between 1860-1865. What role/position
did someone have to hold to be a witness? What qualified someone to do this?
Was this a paid position? I would love more insight into this calling.
