Hello,

Duma lists (voter lists) were published in a Vitebsk newspaper in at
least 1906, 1907, and 1912. This newspaper is available on microfilm
in the US at certain universities, such as the University of Illinois
at Urbana Champaign

Copies of 31 of these duma lists pulled >from the microfilms have been
posted on the following website:
https://vitebskareadumalists.shutterfly.com/. These lists are written
in Russian, so you need to be able to make sense of the Cyrillic
alphabet in order to read them.

The website includes duma lists for the city of Vitebsk, Drissa,
Dvinsk, Gorodok, Lepel, Lyutsin, Polotsk, Rezekne, Surazh, Kolishki,
Yanovichi, and Velizh. Additional lists exist on the microfilms
(possibly for additional towns).
