As a follow-up to my previous question: does anyone know if an
emigrant who had left Russia illegally, without a passport, would have
needed identity papers in England?

He would almost certainly have had to cross England >from a North Sea
port such as Hull (a cheap, quick passage >from German ports) to get to
Liverpool, which was his port of departure.
