landing in New York City, in June 1891 aboard the ship Victoria >from Hamburg,
Germany.

The most likely ship is the Hamburg American steamer Augusta Victoria.

If you can not find him on the lists you can check the ship's arrival dates
in the New York Times in a column called at that time Marine Intelligence.
That shows she arrived May 28th and then again on June 22nd.

Once you have the arrival date you can go to Ancestry and instead of searching
the name go to the browse feature for the New York Passenger Lists and fll in
the date and you will see the names of the ships that arrived. You click on the
ship's name and it takes you to the list and you can browse page by page in
hopes of finding the person.
