Does anyone know if there is an archive which might hold records
related to his service or related to the history of Nowy Targ and the
Russian Army's activity there in around this time.

Following my previous reply on this subject, it was established that
town in question is not Nowy Targ but Turgaisk located in modern
Kazachstan. Turgaiskiy region is located some 80 miles NNE >from the
country capital Astana.
