In fact, I think it is best to send a letter to Poland
in both languages. For all of the requests I have
sent out (in Polish, Russian, Spanish, and German),
Dear friends of JRI-Poland:

When you are posting a message to this mailing list concerning
communications with the Polish State Archives, it is extremely
important that you state whether you are writing them to order
a record referenced in the JRI-Poland Database or writing them
for another sort of research request.

PLEASE always indicate one of the following in your
posts:

1. if your message relates to an order you submitted
using the JRI-Poland 'on-line order form' linked to the
Search Results.

Because these orders cover records indexed under the
JRI-Poland/Polish State Archives Agreement, JRI-Poland
can provide you important information about making this
order, such as NOT to include a covering letter with the
bilingual on-line order form.

2. if your message concerns a research request made
to, or to be made to (a branch of) the Polish State
Archives and which is therefore unrelated to the
JRI-Poland on-line indices.

Because such an order is separate >from the JRI-Poland
on-line indices, it is not covered under the procedural
information that JRI-Poland provides. It is important that
researchers remember this difference.
