What a great group of people. In the last 24 hours since I posted
my query (see below), I have had 13 very knowledgeable responses.
I have personally thanked all of these folks.

The stamped word in the 1891 Tarnopol Birth record is the Russian
word Povtornoye, which means repeated or second or duplicated.
The consensus opinion is that Sender's birth record was copied
on March 21, 1940.
