Coming to the US from Poland in 1930 #poland

Hello all,

I've been trying to find more information about my Great
Grandfather, Israel Joseph Kanet who was born about 1855 in
Czyzewo, Russian Poland. I've requested information about him
under FOIA twice, the first time under Israel Joseph and the 2nd
time under Joseph Israel, but both times have been told that no
information can be found. He arrived in the US in 1930 (yes he
was about 75 when he came to the US) which means he would have
needed a Visa, but even this specific request didn't produce a
result. Now my Aunt tells me that she remembers going to the
dock in Bay Ridges, Brooklyn to meet his boat. Am I correct in
thinking that he must have gone through customs elsewhere and
then taken a boat to Brooklyn? Is it possible that he arrived
elsewhere without going through customs?

Any thoughts about what might have happened would be appreciated.
