You can contact the Cemetery directly. The IAJGS Cemetery Project
has contact information for most cemeteries in their listing.
Some cemeteries will be helpful, some may not. When I was at Mt.
Zion Cemetery in Queens a few years ago, they offered to sell a
copy of an organization's plot plan with names of the interred
for $25.

If this fails, post a message to the JewishGen Discussion Group
asking for someone to help in a certain NYC area cemetery and
offer to provide services in exchange or possibly to contribute
to a Jewish Genealogy organization for the help.
