Registration Numbers #lithuania

Hi - does anyone know if registration numbers for Jews were assigned
in any particular order, geographically, for example? Also, I was just
looking at the 1858 Revision List for Kavarskas and realized that
registration numbers 100 through 106 are not included; numbering
proceeds >from 99 to 107. Does anyone have an idea why that might have
happened? If not, does anyone have a copy of the original revision
list to check if lines were accidentally dropped or do I have to order
one >from Lithuania?
