Civil records (post 1895) in Cluj County are still at the localities.
I specifically asked the archive this question already (as it happens,
I will be leaving for Cluj tomorrow).

I know that Satu Mare County, on the other hand, does have some civil
records at the county archive (up through 1910, which is the privacy
law cut-off date).
