That is Russian. In Russian cyrillic, i's always look like backwards N.
Ukrainian has these characters, but also an "i" formed like ours, and
another "i" with two dots. Belarussian doesn't have the i with two dots,
but adds Y (U) with an accent mark, which neither Russian nor Ukrainian
Odessa may still be more Russian than Ukrainian despite its location.
