The town you are looking for is known today as Bila Tserkva, Ukraine. The
Russian spelling is Belaya Tserkov. It is in the Kiev region, 48 miles SSW of
Kiev. My husband's grandmother's family, the BALANTZOWs was also >from there. I
hope this helps.
