One of the primary goals of the Ukraine SIG was to index the Russian
Consular Records - "Li-Ra-Ma", containing approximately 11,400 files on
Jewish, Ukrainian and Finnish immigrants who came to Canada >from the Russian
Tsarist Russian Empire. The documents provide passports, passport
applications, questionnaires, and identity papers (many with photos). They
were created between 1898 and 1922 by the Tsarist Canadian consular offices.

Fortuitously, the Canadian government has successfully accomplished this
task, and documents can be searched by surname, etc., at
http://www.collectionscanada.ca/archivianet/li-ra-ma/index-e.html

Many of these immigrants continued on to the USA as well, and your ancestors
may be among them. You could very well find it useful to search this
resource!
