Try writing to the Central Archives for the History of the Jewish People (at the National Library of Israel, Hebrew University, Jerusalem). Ask if they have or can obtain Kupel records. Yochai Ben-Ghedalia is the Director (archives@vms.huji.ac.il). If they do have records, then write to Janette Silverman, Ukraine SIG's Coordinator and ask her to include Kupel in the next request for documents that she sends to the Central Archives. Also, check Miriam Weiner's website (rtrfoundation.org). She lists birth records in Khmelnitsky Archives and Census records in Zhitomir Archives (as well as Census records that were in the Kamenets Podolskiy Archives before the fire there). You then can write to the Archives to get pricing for the records you need. Finally, for a long shot, check the searchable (and downloadable) Kremenets Concordance (Master Name Index) at http://kehilalinks.jewishgen.org/Kremenets/web-pages/master-surnames.html This is an index to all of the documents/records translated by our Kremenets group. It currently has almost 180,000 entries, including 157 entries for people who were registered in Kupel. Do a town name search for "Kupel".
