The journal is called Juvenal, and the image is a painting by Nikolai Vasilevich Pirogov. It was edited and published by A.F. Domontovich in Saint Petersburg. Only one issue was published, March 27, 1906. It was confiscated by the police and the journal was closed down. It's available online at https://brbl-dl.library.yale.edu/vufind/Record/3438742.
