Regarding the consideration of allowing the attachment of TIFF images: I strongly caution against it. TIFF is one of the larges file formats available. Many are encouraged to scan as a TIFF so that images have all the analog data available at a high file size for future manipulation. A TIFF file will clog your servers as well as slow down email downloads. Anyone familiar with software allowing them to work with a TIFF file should easily be able to convert it to a JPEG and optimize it for an email or web display. Most usergroups only allow the use of JPEG, GIF or PNG, the three files optimized for web display.
