I am part of the all-volunteer group coordinating the advocacy effort. As Jan said, in the case of impacting the Federal rulemaking process, the ONLY method that will be considered by USCIS is by using the link to comment in the Federal Register, or by submitting a letter in writing. You can increase the impact by sending a copy of your comments to your U.S. Representative and Senators.
Petitions are not accepted nor will they impact the decision-making process regarding the proposed fee hikes. Comments by individuals, or organizations, is the only accepted method of communication.
Send your comments BEFORE 16 DECEMBER 2019 to the Federal Rulemaking Portal and refer to DHS Docket No. USCIS-2019-0010 and follow instructions for submitting comments; you can also send them in writing, to:

Office of Policy and Strategy, U.S. Citizenship and Immigration Services,
Department of Homeland Security,
20 Massachusetts Avenue NW,
