Early American SIG #USA Translation needed - R. Moses Meisner Hebrew Rabbinic script. #usa

I've posted a document in Rabbinic script, probably Hebrew, >from our family
archive for which I need a translation. It is on ViewMate at the following

It is dated 6 January 1880 >from Dr Moses Meisner, Rabby [sic] of Congr.
Schaarch Hashomayiim, New York, one page, presenteed by Jacob Katz and
certified as authentic by a US Attorney, William A. Butler.

I was informed by my late father that this document vouched for the
character of Baron Joseph Levi de Menasse who proposed to marry Miriam,
daughter of Bearman GOLLIN, in Liverpool in 1869.
Since the document is dated 1880, this seems unlikely.

If the document is indeed a reference for a prospective son in law, it
seems more likely that it concerns Henry Bernhardt Gross born Vienna 16
November 1849 who married Emily GOLLIN in 1880. His parents Michael GROSS and
Julia nee TAUSSIG lived in New York. Their birth places are unknown. A
descendant of the marriage between Henry Bernhardt GROSS and Emily GOLLIN
is trying to trace the origins of the GROSS family.

And it makes no sense to preserve a document which no one is able to read.
