Many surname adoption records have recently come on line at
familysearch.org.

The 1808 list for Juelich is on line as item 1 on film 1334572.

As you surmise, there are no published lists for places west of the
Rhine, because the surname adoptions of 1808 continued to be valid under
the Napoleonic Code Civile, which remained in force in that part of
Germany until 1900.
