maybe the newsletter needs to be in both formats,
unless of course a
paper format is no longer possible for want of an editor.

Whether the newsletter is on-line or not, we still need a newsletter
editor to collect, edit, and format the content. The Belarus SIG
newsletter, for example, is a complete, published work that just
happens to be in a downloadable format.
