My experience is the following:

1. There is no need whatsoever to check with local Chevra Kadisha to
get a death certificate. Chevra Kadisha is needed if you want to
locate a grave.
2. The local bureaucracy at the Ministry of Interior is minimal. It
is all computerized (Rehovot branch, anyway) and waiting time is
normally 15-20 mins at most (except just before holidays, when
everyone wants to escape the summer heat). But indeed you need to
have a connection with the deceased. Same principle exists in other
countries, as far as I know.

Overall, not too bad.
