If you are running under Windows/95 go to:

My Computer>
Control Panel>
Internet>
General Properties>
(bottom) Languages>
Add > select language(s);

When you read E-mail you can also go to:

View>
Language>
Depending on how many you have added you might have Cyrillic, UTF, etc.
