The single black sheep known to me is included in my database, because
his various periods of living at government expense do not change the
fact of his relationship to the rest of the family. I cannot fathom
how anyone can argue otherwise. On the other hand, the fact and
reasons of his becoming a guest of the Government in Washington are
not mentioned, and there is nothing in the database to embarrass
anyone.
