It would be more helpful for us out here to figure out the writing if
more examples were given. The submitter should not leave out some
surrounding writing by the same person as one could then compare and
eliminate or otherwise figure out individual letters.

It is a close-up of two columns >from a Hamburg departure.
The two words are in columns marked "Previous Residence" and "State or
Province".
I think the second column, "State or Province" means Russia.
Can anyone venture a guess what the city or "Previous Residence" could be?
