altruism? i dont think so. The archives have discovered a way to make
themselves self-sufficient, by charging for access to the documents.
There are plenty of archives, usually public ones, which are open free,
in full or in part, to the public. To take a few examples - the Commonwealth
War Graves Commission, Canadian National Archives, National Archives of
Australia, The London Gazette. These are available on the Internet. Some of
these and others can be visited personally where sight of the archives is free.
