No, Yoni. It was not part of Romania, you are confusing this name with
Constanta (Constanza), Romanian Black Sea port.

Starokonstantitov was part of Wolyn (Volin) Guberniya in Russian Empire.

Town name became very popular in Russia few years ago, when it was
'discovered' that Lenin's maternal gfather Aleksander (born Moshe) Blank was
born in Starokonstantinov. Prior to this "discovery" Soviet historians have
been providing hints to Lenin's gafther German origin.
