What I have found is that this rule does not apply to Jewish cemeteries.

If the "leases" are not renewed then two things can happen: 1) the bodies are removed and placed into a mass burial grave. 2) the skull and any remaining bones are placed in a box and buried deeper and a new grave is dug above it.
All agree that the gravestones are grounded down. Not a happy thing to learn. Now I need to find out where my family was buried. Again, thank you all for your responses.
