I have received several responses and I thank you all.

What I have found is that this rule does not apply to Jewish cemeteries.

Yes, this limit does exist for many other cemeteries unless

If the "leases" are not renewed then two things can happen:
1) the bodies are removed and placed into a mass burial grave.
2) the skull and any remaining bones are placed in a box and
buried deeper and a new grave is dug above it.

All agree that the gravestones are grounded down. Not a happy thing
to learn. Now I need to find out where my family was buried.
