On various documents, the place of birth for the same person is listed as

1) Russia/Lettish (1910 census); I understand that Lettish refers to Latvia
2) Wilna (last residence)/Wolynia (province) (ship manifest and supplement
to manifest)
3) Russia/Minsk (later censuses)

Minsk was declared as the place of last residence on the Declaration of
Intention.

But I am trying to figure out what possible connection there could be to
Latvia and Wilna and Minsk and was wondering what you genners think it could
be.
