The dots are not to accentuate the e but to pronounce it separately.
In Dutch IOELS without dots would be pronounced to rhyme with fools
(with a hard s), just as CITROEN without dots would rhyme with moon.

What (in my view) gives credence to stress on -ELS is the
transformation to ELLIS.
