The US Territory of Puerto Rico passed a law in January of this year that
went into effect immediately invalidating all previously issued Puerto Rican
birth certificates. New birth certificates will not be issued until July
2010 leaving those born in Puerto Rica in limbo if they need identification
to get driver's licenses etc.

Several states have already stopped accepting Puerto Rican birth
certificates for identity. This was enacted as the Puerto Rican legislature
believes that the birth certificates are a cause of identity theft based on
a report of fraudulent US passports issued using PR birth certificates.

About a year ago another article in the New York Daily News reported
7,000 public school children's birth certificates and Social Security
Numbers were stolen in PR by an identity-theft ring that catered to illegal
immigrants.
