"I am helping a friend research STOPSKI and PALEY/PALOFF/PALEEFF
families >from Minsk who went to Buenos Aires in the early 20th
century and would appreciate advice about where to look for records.
I've visited Argentina National Archive website and it
appears that late 19th-early 20th century census records are not
available. Is this correct? Where can I find vital records and
cemetery records for Buenos Aires? "

The LDS Family Search website search engine now has the Argentina
National Census for 1869 and 1895 searchable (with images) available.
They also have the Buenos Aires City Census for 1855, and "Argentina
Marriages" >from 1722-1911. (These records may not be complete yet,
but they make a good start.)
