Because borders changed a lot during the first part of the 20th
Century, I have found such information as this: on my grandfather's
first immigration papers, circa 1905, it states he was >from "Russia."
On his naturalization papers some years later, about 1932, he wrote
"Poland." That's because he was >from an area now in Belarus that had
been within the border changes.

First, no one could come >from Belarus/Lithuania because they are
separate modern day nations. I would speculate that you saw Russia in
the draft or census, and drew assumptions >from that.
